Greece has made significant investments in the digital transformation of education through the Recovery and Resilience Facility (RRF) and European Structural and Investment (ESI) Funds. However, there is currently no embedded mechanism to monitor educational outcomes or measure the effectiveness of these investments. The project TSI-2023-SMARTS-IBA — How to increase the efficiency of investments in digital education: developing smart schools in Greece (reference hereafter with the short name SMART SCHOOLS, funded by the European Union via the Technical Support Instrument (TSI), aims to address this gap by developing a comprehensive Monitoring and Evaluation (M&E) framework for digital education.
This initiative aligns with national and EU priorities, including the Digital Education Action Plan (2021–2027) and the EU Digital Decade goal of achieving 80% digital skills proficiency by 2030. By introducing a structured evaluation mechanism, the project ensures cost-effective, sustainable, and impactful digital education reforms in Greece.
