The mission followed the completion of the Inception and Scoping reports and marked the start of the project’s evidence-gathering phase.
Why the mission was organised
Greece has made significant investments in digital education through the Recovery and Resilience Facility and European Structural and Investment Funds. The project supports the Ministry of Education, Religious Affairs and Sports in developing a structured mechanism to monitor and evaluate how these investments are used and how they contribute to educational outcomes.
The purpose of the mission was to gather direct input from schools and national stakeholders to inform the development of the Monitoring and Evaluation (M&E) framework.
What took place
During the visit, the team met with school leaders and teachers in a range of educational settings in and around Athens. Discussions focused on digital infrastructure, the use of platforms and tools in teaching, administrative digitalisation, teacher training and current data collection practices. Classroom observations were also carried out. All information was collected in an aggregated and anonymised manner.
In parallel, bilateral technical meetings were organised with representatives responsible for national digital platforms. These exchanges provided a clearer understanding of how data is currently collected, stored and analysed, and how different systems operate.
The third Steering Committee meeting also took place during the mission. Project progress was reviewed and the next steps in the development of the M&E framework were discussed with national authorities and partners.
How this supports the project
The findings from the mission will inform the conceptual, functional and technical specifications of the proposed Monitoring and Evaluation framework. The discussions highlighted practical considerations related to infrastructure maintenance, professional development and data management, which are relevant for the framework design.
Next steps
Work will now continue refining data collection with relevant organisations and advancing the development of the Monitoring and Evaluation framework. The results of the EU/International Good Practices report will also feed into this next phase.
